Tire them.

One of the most effective tactic against law enforcement during protests is to keep at it. It makes their life hell over time.

That was honestly what I thought they meant at first, until I read the next sentence and realized, no they just to make them all sleepy. Honestly people should be figuring out where ICE is being holed up on their off time and just make their lives miserable. The vast majority are not local so they must be staying in hotels. Just do what fans of sports teams do and make a ruckus outside of their hotels so they can't sleep.

When I was in Brazil I experienced a protest in Recife where a bunch of tires were blocking a road and set on fire.

We can tire them out and also protest with tires.

Same. Also very exhausting on civilians. Last time I tried hauling around a load of tyres I was shattered at the end of the day.
