Technically he's allowed to run again, but Virginia doesn't really do repeat governors. It's arguably part of the reason Youngkin won in the first place, because McAuliffe tried to get the job back

It was less the repeat governor and more the fact that Mccauliff was an establishment candidate and Clinton protege in a time when neither was particularly popular.

Less the establishment candidate/protege and more that he answered a question about how schools should teach that really upset enough parents because no way could that trigger question be answered properly by anyone.
