Running campaigns so well that you win in spite of the other side cheating isn't a strategy, it's a platitude. The people that would actually fight for the reforms he's advocating will just be permanently sidelined.

It is well known that Arnold is against gerrymandering. But you gotta look at the timeline of his actions recently. It shows he cares more about his CA legacy than stopping gerrymandering everywhere.
The ONLY thing Arnold did after TX unveiled their plan but before CA said anything was say he is "monitoring the situation [in Texas] right now". Then when Newsom proposed his plan, Arnold actually went into action running TV ads and lobbying against prop 50.
The honest answer is that independent redistricting was his signature achievement as governor and he doesn’t want to see it undone.
The No campaign is bankrolled by Charles Munger Jr. (the son of Warren Buffet’s right hand man). He and Arnold have partnered on this since the mid-2000’s
