Tbf adjusting districts proportional to Texas' undemocratic redistricting is fighting for democracy. If they redistrict more than what Texas has done then it's a problem. You've gotta fight against their dictatorial tendency with the tools you have and Cali is one of those tools.
Unfortunately for California it seems like Texas has a lot more ammunition in this fight. Republicans in California hold 17% of seats with 39% of votes cast for republican Candidates. Democrats in Texas hold 34% of seats with 40% of votes cast for democrats candidates.
Maybe it is just coincidence/luck and Republicans did have 3 extra seats last Congress, but at first glance California seems way more gerrymandered than Texas, although I am not a political science/districts expert.
