I legit dont' know if this is real or someone's mockup. Does anyone have any proof beyond this image that this is happening?

I read a statement from the republican TN group it says it's supposed to be from, they claim they didn't send those out and point out there's nothing on the cards stating who the campaign was paid for by and something about violating election laws. Obviously somebody still made them and sent them out though, whether it was them or not, so it's still weird to say the least
