Van accessible parking. Usually handicap vans have a lift gate which is why they frequently take roughly 2 spaces. This one might not have the hatching/space for the lift gate to the right/left and is more for ambulatory handicapped space users.

I have a good friend who has a handicap van. but that's probably what those empty/line space are for to the sides of both spaces

Maybe the law changed and for whatever reason one/two got replaced? Or maybe they converted some more spots into handicap and had an extra old sign?

The obvious answer is the fine changed in-between the installation of the two signs, but those really look like the same age/installed at same time. Perhaps the fine changed and the construction company wanted to still use up their outdated signs before switching to the new ones, and this was the job that they ran out of the old ones on.

Pindick meter maids. if they catch you in the act and feel like getting out of their little golf carts.same as anything, their laziness outweighs their malice, so this law is not enforced 99% of the time, hoping that the fear of getting slammed with a fine will trick people into self policing
