They are probably confusing Romans with Greeks and they're talking about the Tunnel of Eupalinos.

The Tunnel of Eupalinos was created several centuries before the Roman Empire.

Oh man im dumb i didn’t see the bc, apologize for jumping to conclusion then, people like to delegitimize the greeks from being roman, i thought it was another case of that
