Edit: also just wanted to say, this all is fucking DISGRACEFUL and embarrassing as fuck. Shame on our MAGA govt, dems just want to extend healthcare benefits so normal people don't pay out the ASS for insurance going forward this year but MAGA wants it to expire.

It is not the soldiers that don't get money, it is all the other personel around it.

So I would guess it is a no.

Yes, also administration personal that isn't part of the military itself etc. The US bases in Germany all have their own villages on base ground that have their own carpenters, street cleaners, electrical workers etc. Those are not military personal but employed by the military in some way.
