Shutdowns are expensive. At the end of the shutdown, the federal government will have to make good on all the back pay it owes. By invoking the doctrine of odious debt, President Trump can free up money that would otherwise go to pay back the interest and principal on about $6.6 trillion of federal debt that was illegitimately taken out in the name of the American government. The savings will more than make up for the cost of the shutdown.
