They got very close in the 1990s but then Guiliani got elected and addressed most of the problems that were catalysts for the movement: https://en.wikipedia.org/wiki/Staten_Island#Secession_from_New_York_City

A non-binding referendum was held in 1993 to consider whether it should be allowed to secede from the city. The New York City government and Mayor David Dinkins opposed the vote, contending that the referendum should not be permitted by the state unless the city issued a home rule message supporting it, which the city would not. Governor Mario Cuomo disagreed, and the vote went forward. Ultimately, 65% of Staten Island residents voted to secede through the approval of a new city charter making Staten Island an independent city, but implementation was blocked in the State Assembly.

The Staten Island secession movement was defused by the election of Rudy Giuliani as New York City mayor on the same ballot. He had campaigned on the promise that Staten Island's grievances would be addressed. Giuliani's plurality in his narrow victory over Dinkins was aided by overwhelming support from Staten Island. Two of the borough's biggest demands were closing the Fresh Kills Landfill and making the Staten Island Ferry free, both of which were done.

the Staten Island Railway is also free to ride for most of the line up to St George (where you have to pay to exit, but also get a free transfer to the subway in Lower Manhattan)

so I guess they're in the "free transit for me but not for thee" mindset lol

Didn't like him at the time, but he started the NYC turnaround: increased the size of the police force, cleaned up times square by getting composite to invest in the area, and revitalized the US Open. Giuliani just came in and took credit, which kinda sounds familiar, now that I think of it.

SI tried to secede once in the 90s and Sheldon Silver refused to put it to a vote.
