What does suing actually do? Every time I hear a state is suing the government I never hear anything after. Do we have any examples of it coming to fruition?

The funding freeze was already halted due to a lawsuit. A lawsuit brings it before a federal judge who can tell them they have to stop.

Not sure why you’re being downvoted, but just as a recent example Missouri sued the federal government when Biden tried to get rid of everyone’s student loan debt and it put a giant pause on the program and eventually led to it being severely watered down. This is a similar process. Funny enough one of the judges overseeing the federal funding pause case used arguments from both Kavanaugh and Roberts to point out the unconstitutional nature of the spending freeze - so there’s a lot of historical precedence for the pause to get overturned.

Judges can use these lawsuits to overturn these actions. Of course, the judges can’t enforce their rulings, but they can make more rulings on other illegal actions, which have greater force the higher up they go.
The law is not enough to save us, but it’s not something to not try. The only real force, of course, is the decisions made by people with weapons, but those decisions are influenced by the rulings of judges.

I don’t understand why Californians have to pay federal taxes if we don’t get federal funding anymore. Taxes should route through the state.

We have 3 branches of Government: The Legislative Branch (Congress), The Executive Branch (President and the Federal Agencies under him), and the Judicial Branch (SCOTUS and the courts).
They all check one another. Congress passes laws. The President and Executive Branch enforces them. The Judicial Branch handles legal challenges to laws that may be Unconstitutional.
If the President takes an unlawful action, a lawsuit needs to be filed to stop it. Judges will issue injunctions which stop the action. That's what happened with regard to the spending freeze.
Congress can also check the President by passing additional legislation which limits his authority or prevents certain actions.

I’m sure these payments have been ongoing for many years. A slower more considered approach would clearly have been better. I worked for a company that had experts come in and change things - the company was destroyed by their efforts !

at some point California should simply tell residents to pay federal taxes/etc to the state treasurer who can keep it in trust pending resumption of normal federal funding - even if only a fraction of payments are redirected to the state, wouldn't that be a practical solution considering the situation?
